- ➤ Christine Ann Domestic Abuse Services has named Carly Hirsch its new executive director — a homecoming for Hirsch who began as an intern and later helped expand the shelter's capacity at its new facility at 240 Algoma Blvd. She will now lead programs for survivors in Winnebago and Green Lake counties. - ➤ The Oshkosh Patriotic Council will hold its annual Veterans Day ceremony at 10:45 a.m. Nov. 11 at American Legion Post 70, 1332 Spruce St — Vietnam veteran Ralph Beck will speak and the event will include a wreath laying, rifle volley and playing of taps to honor veterans. Oshkosh Northwestern
- ➤ The Communication Arts Center on the UW-Oshkosh Fox Cities campus remains empty as community groups push for its reopening amid management challenges. County officials are seeking a third-party provider to manage the facility for 20 months—forcing groups like the Fox Valley Concert Band and Attic Theatre to find temporary venues for their activities. - ➤ The Oshkosh Area School District could borrow an extra $5 million to meet immediate operating expenses amid tight budget conditions. The district secured a $10 million short-term loan just two months ago—this additional borrowing will help cover pressing costs. Oshkosh Northwestern
ENVIRONMENT NEWS
- ➤ Winnebago County is restoring 33 acres of lost wetlands at Lake Winneconne by installing a breakwall spanning 2,500 feet over 40 acres of habitat. The project, funded at $860,000 through county, federal and community sources, will finish by the end of November — improving water quality, fishing and tourism. FOX 11

- ➤ City leaders held a ribbon cutting ceremony Tuesday at 103 Washington Avenue for the new William Waters Plaza Gazebo as part of efforts to enhance downtown, and final plantings will be completed soon — creating a space honoring the architect with help from a $250,000 private donation. FOX 11
- ➤ At a city council budget hearing Tuesday night, local residents and shelter staff opposed a proposed funding cut that would lower the Humane Society's contract from over $107,000 in 2024 to $60,000 next year—City Manager Rebecca Grill said the figure aligns with spending in other towns as discussions continue ahead of a council vote on November 11.
